Uttarakhand Unveils ₹1 Lakh Crore Budget for 2025-26

The Uttarakhand government has presented a ₹1,01,175.33 crore budget for the financial year 2025-26, marking a 13% increase from the previous year’s ₹89,000 crore allocation. The budget, tabled by Finance Minister Prem Chandra Aggarwal in the State Assembly in Dehradun, outlines a comprehensive plan aimed at bolstering infrastructure, fostering innovation, and improving the quality of life for residents.

“This budget focuses on key sectors such as agriculture, industry, energy, infrastructure, connectivity, tourism, and Ayush,” Aggarwal stated while emphasizing the government’s commitment to balanced development.

The financial blueprint includes ₹59,954.65 crore for revenue expenditure and ₹41,220.68 crore for capital outlay, reinforcing the state’s strategy for long-term economic stability and sustainable growth.

Boosting Tourism and Cultural Development

Recognizing the potential of tourism as a major economic driver, the government has allocated a total of ₹478.76 crore for tourism development across the state. This significant investment aims to enhance Uttarakhand’s appeal as a premier travel destination. Key allocations include ₹100 crore for the development of Tehri Lake, ₹25 crore for the Manskhanda Scheme, ₹20 crore for the Vibrant Village Scheme and ₹10 crore each for the development of new tourist destinations and the improvement of the Char Dham road network.

Commitment to Environmental Sustainability

The budget reflects a strong commitment to environmental conservation and sustainable development. The government has set aside ₹395 crore for the CAMPA (Compensatory Afforestation Management and Planning Authority) scheme, ₹125 crore for the Spring and River Rejuvenation Authority (SARA), and ₹60 crore for climate change mitigation efforts. Additionally, ₹10 crore has been allocated for public afforestation projects, furthering the state’s commitment to preserving its natural heritage.

Strengthening Roads, Transport, and Infrastructure

Infrastructure development remains a key priority, with significant investments planned for road construction and rehabilitation. The budget includes provisions for constructing 220 km of new roads, reconstructing 1,000 km, and renovating 1,550 km across the state. Additionally, ₹1,200 crore has been allocated for road safety initiatives, alongside ₹1,065 crore under the PMGSY (Pradhan Mantri Gram Sadak Yojana) scheme. The state also plans to construct 37 new bridges to enhance connectivity.

For civil aviation, ₹36.88 crore has been earmarked to improve the sector’s infrastructure, ensuring better air connectivity to remote areas.

A Strategic Vision for Development

The Uttarakhand government has structured its budget around the themes of innovation, self-reliance, and dynamic human resources. The focus is on holistic growth, with special emphasis on supporting the welfare of farmers, women, youth, and economically disadvantaged sections of society.

“This budget is based on the theme of innovation, self-reliant Uttarakhand, and dynamic human resources. All sections, especially the poor, youth, farmers, and women, have been given priority,” Aggarwal stated.

With a strong financial roadmap in place, the 2025-26 budget aims to position Uttarakhand on a path of sustainable development, economic resilience, and enhanced quality of life for its citizens. The government’s strategic focus on infrastructure, tourism, environmental conservation, and welfare programs underscores its vision for a progressive and prosperous state.
