UP Tourism Bets on Startups and Innovation to Power Jobs and Growth Towards 2047

Uttar Pradesh sets ambitious targets as tourism policy opens doors for entrepreneurs, experiential concepts and inclusive investment

Uttar Pradesh is positioning tourism as a frontline engine of economic growth, with a clear ambition to multiply the sector’s contribution to employment and state output over the next two decades. As the state pursues its landmark goal of building a one trillion dollar economy by 2047, tourism is no longer being treated as a supporting act – it is being cast as a principal driver.

The numbers signal the scale of intent. Tourism’s share in total state employment currently stands at around 1.4 percent. The government is targeting 5 percent by 2047. The sector’s contribution to State Gross Value Added, presently 1.2 percent, is expected to reach the same threshold. Uttar Pradesh also aims to raise its share of India’s overall tourism GVA to 16 percent through phased expansion of infrastructure, connectivity and visitor experience.

Startups at the Centre of the Strategy

The most distinctive element of the state’s approach is its emphasis on startup-led innovation as a structural driver of tourism growth. The UP Tourism Department has opened a dedicated category – New Tourism Startup Units – inviting proposals for technology-driven, experience-based and sustainability-focused ventures that create measurable benefit for local communities.

The concept goes well beyond conventional hospitality. Projects currently under consideration include hobbit house themed stays, Japanese-style capsule pods, open-air star bed experiences, regenerative tourism models and technologically advanced caravan units. These concepts are designed to attract young travellers, families and experiential tourists while generating fresh opportunities for local entrepreneurs and service providers.

Speaking on the development, Tourism and Culture Minister Jaiveer Singh said the sector is undergoing a structural transformation. “Tourism in Uttar Pradesh is no longer limited to sightseeing. It is emerging as a smart, experience-driven sector with strong potential for employment and investment. Through startup-led innovation, we are creating new opportunities that will contribute significantly to the state’s economic growth and help achieve the one trillion dollar economy target,” he said.

The Minister emphasised that tourism’s capacity to generate decentralised employment – spanning hospitality, transport, food services, handicrafts and local enterprise — makes it one of the most powerful growth levers available to the state.

A Policy Framework Built for Speed and Inclusion

Startup proposals will be evaluated by the State-Level Special Tourism Committee, chaired by the Additional Chief Secretary or Principal Secretary of Tourism, which will assess eligibility, determine applicable incentives and issue registration certificates through the Tourism Directorate. The mechanism has been designed to enable faster decision-making and provide targeted support to high-potential ventures.

The incentive architecture is tiered and deliberately inclusive. Projects with investments between ten lakh and ten crore rupees are eligible for a 25 percent capital subsidy of up to two crore rupees, with larger investments covered under slab-based structures. All approved projects receive full exemption on stamp duty and complete waiver of land conversion and development charges. Women entrepreneurs and investors from Scheduled Caste and Scheduled Tribe communities qualify for an additional 5 percent subsidy – a provision that reflects the policy’s focus on broadening participation beyond established hospitality players.

Investors may apply for subsidies within six months of commencing commercial operations. Proposals involving incentives below one crore rupees can be cleared at the committee level, while larger subsidy proposals are referred to the State Level Committee chaired by the Infrastructure and Industrial Development Commissioner.

Employment at Scale

Additional Chief Secretary for Tourism, Culture and Religious Affairs, Amrit Abhijat, underlined the employment logic driving the initiative. “Tourism has one of the highest employment multipliers across sectors. By enabling startup-led models and experience-based tourism, we are expanding opportunities beyond traditional hospitality into services, mobility, digital platforms and local enterprises. This approach will be critical in scaling both jobs and value creation in the tourism economy,” he said.

Destination Infrastructure Keeping Pace

The startup and investment push runs parallel to continued infrastructure development across Uttar Pradesh’s flagship and emerging destinations. Ayodhya, Kashi and Mathura – which together constitute one of the world’s most significant religious and cultural tourism corridors — are receiving sustained attention alongside emerging sites such as Naimisharanya. The government’s focus is on ensuring that growing tourist inflows translate into sustained economic activity rather than episodic footfall.

With a policy framework that combines financial incentives, administrative efficiency and a genuine openness to unconventional tourism concepts, Uttar Pradesh is making a considered bet that the next chapter of its tourism story will be written not only by heritage and pilgrimage, but by innovation, enterprise and imagination.
