The Odisha government, under the leadership of Chief Minister Mohan Charan Majhi, has unveiled an ambitious and forward-thinking tourism development plan in the 2025-26 state budget. With a significant allocation of Rs 820 crore, the government aims to transform the tourism sector into a major driver of economic growth, employment generation, and cultural promotion. This allocation reflects the government’s commitment to sustainable tourism, infrastructure enhancement, and the preservation of Odisha’s rich heritage.
One of the most notable initiatives within the budget is the development of Chilika Lake as a special tourism zone. Recognizing the ecological significance of this vast lagoon, the state government has introduced eco-friendly measures, including the replacement of tourist boat engines with more environmentally sustainable alternatives. This initiative is expected to not only enhance the visitor experience but also protect the fragile ecosystem of Chilika, ensuring its long-term viability as a prime tourist destination.
The Odisha government is also focusing on elevating its coastal tourism potential by developing Blue Flag beaches at Gopalpur and Paradip. These developments are aimed at improving infrastructure, safety, and environmental standards, thereby attracting both domestic and international tourists. By enhancing beach tourism, the government seeks to position Odisha as a leading coastal destination in India.
In an effort to preserve and promote Odisha’s rich Buddhist heritage, the government has allocated significant funds for the revival of the Buddhist Circuit. This initiative will focus on the historic sites of Udayagiri, Ratnagiri, and Lalitgiri, which hold immense archaeological and spiritual significance. The restoration and promotion of these sites are expected to boost cultural tourism and attract scholars, pilgrims, and history enthusiasts from around the world.
Additionally, the government has earmarked Rs 355 crore for the development of tourism infrastructure across key destinations such as Deomali, Dhauli, and Similipal. A well-structured five-year development plan will ensure that these iconic sites receive the necessary attention for integrated planning and long-term sustainability. By enhancing accessibility and visitor facilities, Odisha is set to offer an enriched travel experience to tourists.
Recognizing the untapped potential of Western Odisha, the state government has designated this region as a special tourism zone. Investments will be directed toward promoting the natural beauty of the Hirakud Reservoir, the rich biodiversity of Debrigarh Wildlife Sanctuary, and the vibrant cultural heritage of Sambalpur, which is renowned for its traditional Sambalpuri dance and weaving craftsmanship. These initiatives are designed to showcase the diverse attractions of Western Odisha and boost local economic development.
The introduction of adventure tourism guidelines marks another significant step towards diversifying Odisha’s tourism offerings. With the growing interest in adventure activities, the state is aiming to position itself as a preferred destination for thrill-seekers and outdoor enthusiasts. Whether it is trekking, water sports, or wildlife expeditions, Odisha’s varied landscapes offer numerous possibilities for adventure tourism.
To further strengthen the tourism sector, the government has also planned the establishment of district museums across ten districts. These museums will serve as repositories of local history, culture, and traditions, providing visitors with an immersive experience of Odisha’s diverse heritage. This initiative is expected to create new opportunities for investment and employment in the cultural tourism sector.
In a landmark decision, the Odisha government has also introduced the ‘Shree Jagannath Darshan Yojana,’ a scheme that aims to facilitate temple visits for devotees, particularly those from economically weaker backgrounds. Under this initiative, free Mahaprasad will be offered to devotees at the revered Puri Jagannath Temple. This scheme reflects the government’s commitment to inclusive spiritual tourism, ensuring that all devotees, regardless of financial status, can experience the divine blessings of Lord Jagannath. An allocation of Rs 30 crore has been made to support this initiative, further strengthening Puri’s status as a major pilgrimage destination.
